4. Audit Flags ₹1.69 Crore NPA Paid to Admin Doctors

A sample audit of the Health Department has found that Rs 1.69 crore in non-practicing allowance (NPA) was paid to 16 doctors while they were serving in administrative positions. The 16 doctors include five Civil Surgeons, seven Deputy Civil Surgeons and four medical officers. The NPA was paid from June 2018 to December 2025. As per the audit objection, Rs 1,68,98,342 was paid to various Deputy Civil Surgeons/Surgeons while they were serving in administrative positions from 2018-19 (June 2018) to 2025-26 (December 2025). The audit added that records related to the clinical duties performed by the Deputy Civil Surgeons/Surgeons concerned were not submitted to it, making it impossible to ascertain whether they actually performed clinical duties. It said NPA was granted only if these doctors performed clinical duties alongside their adminis-trative work. Vide a letter dated July 21, a reply was sought from the doctors as to whether they had performed any clinical duty from June 2018 to December 2025. However, the Haryana Civil Medical Services Association (HCMSA) came out in support of the 16 doctors on Friday. The Haryana Civil Services (Allowances) Rules, 2016, define NPA as an allowance granted to specified categories of government doctors in lieu of private practice. Subsequently, the Finance Department, vide an order dated June 20, 2018, prescribed the conditions governing its admissibility. "Neither the statutory Rules nor the Finance Department notification altered the fundamental object of NPA, which is compensation for the prohibition imposed upon government doctors from engaging in private medical practice," said the association’s letter to the Principal Accountant General, Haryana. The association said the present interpretation adopted in the audit observation appeared to rest solely on the criterion that only doctors directly engaged in clinical duties were entitled to NPA, which was not justified as it ignored the very purpose of the grant of NPA. "A government doctor does not lose scope of doing private practice merely because the government assigns him or her responsibilities relating to disease control programmes, public health administration, technical supervision, monitoring, training, surveillance, field visits or implementation of National Health Programmes," said HCMSA president Dr Anil Yadav. He added, "The restriction against private practice remains equally applicable irrespective of the nature of government duty assigned, because every such doctor has ample scope to do private practice; hence they too are entitled to NPA." The association pointed out that "NPA is granted to all doctors in medical colleges, AYUSH and Veterinary doctors not only in Haryana, but in central government institutes and other states irrespective of their nature of duties."
